Instagram has no download button for other people's reels, and screen-recording loses quality and captures your notifications. The Scrapper downloads the original file Instagram serves, so the picture is as sharp as the upload.
Most reels are filmed vertically, so a "720p" reel is 720 pixels wide and 1280 tall. Pick the top quality for reposting to Stories or editing, or a smaller size to save data.
